Before the talks, the United States decided to withdraw non-essential personnel and their families from the U.S. Embassy in Iraq and other locations, while the U.S. Secretary of Defense approved the voluntary withdrawal of military families from the Middle East. President Trump expressed pessimism about reaching an agreement. The Iranian side, however, sent mixed signals, believing that both sides might even reach an agreement “very soon” but also warning that if the negotiations break down and Iran is attacked, it will take retaliatory action against U.S. military bases in the Middle East.
