Shenzhen Longgang releases "Lobster Ten Rules"! Up to 10 million yuan in equity investment support

Recently, the Longgang District Artificial Intelligence (Robotics) Office in Shenzhen announced the “Several Measures to Support the Development of OpenClaw & OPC (Draft for Comments)” (hereinafter referred to as “Several Measures”), aiming to seize the opportunities of mass production of humanoid robots and the explosion of embodied intelligence, and to expand the “one-person company” ecosystem.

The “Several Measures” involve ten specific initiatives, including free deployment and development support for OpenClaw, dedicated data services for OpenClaw, procurement support for OpenClaw-like intelligent agent tools, demonstration support for OpenClaw-like intelligent agent applications, AIGC model invocation support, computing power and scenario application support, talent and entrepreneurial space support, financial support for basic funding, product internationalization support, and competition reward support.

It is reported that Longgang District will encourage market-oriented, professional platform carriers to launch “Lobster Service Zones,” providing free OpenClaw deployment services, with subsidies for qualifying entities; support development and promotion of OpenClaw-like intelligent agent tools. Contributions of key code to international mainstream communities, development and listing of skills packages related to Longgang’s advantageous industries on skill trading platforms, and development of applications integrating embodied intelligent devices will be recognized and granted subsidies of up to 2 million yuan.

Meanwhile, Longgang District will open high-quality, de-identified public data in areas such as low-altitude, transportation, healthcare, and urban governance, and waive data usage fees; for services like data governance, annotation, and data asset registration purchased for OpenClaw framework development, applications, or research, a 50% discount will be provided based on actual expenses. For companies purchasing self-developed, ready-to-use AI NAS (Lobster Box), a subsidy of 30% of the market price will be granted. The “OpenClaw Digital Employee Application Voucher” program will support enterprises in purchasing or building their own OpenClaw intelligent agent solutions, with subsidies up to 40% of the total project investment, and a maximum of 2 million yuan per enterprise annually.

Additionally, Longgang District will focus on fields such as intelligent manufacturing, smart government, smart parks, and smart healthcare, selecting annually a batch of innovative and highly effective OpenClaw deep application projects, awarding the title “Longgang District OpenClaw Application Demonstration Project,” and providing a one-time reward of 30% of actual investment, up to 1 million yuan.

According to the plan, Longgang District intends to coordinate intelligent computing resources, providing recognized OPC community new resident enterprises with three months of free computing resources (including but not limited to general and intelligent computing) and related technical support services. Based on dimensions such as technological innovation, market promotion, application effectiveness, and development potential, each year, exemplary scenario projects with industry-leading significance will be selected, with support up to 50% of actual project (non-government investment) costs, not exceeding 4 million yuan.

To attract young talent to settle in, the district plans to provide up to 100,000 yuan in household registration subsidies for newly introduced doctoral, master’s, and undergraduate talents. For newly registered or relocated OPC enterprises in Longgang, free accommodation for up to two months will be offered to reduce talent settlement costs.

Notably, Longgang District will also leverage the district’s “Seed Fund” for technological innovation, Longgang Cloud Map Industrial Fund, and the Artificial Intelligence Industry Mother Fund to provide financing channels for high-tech, innovative seed-stage OPC projects (with a focus on youth entrepreneurship projects), offering up to 10 million yuan in equity investment support for qualified projects.

The public notice period for the “Several Measures” runs from March 7 to April 6.

OpenClaw is an open-source AI agent, popularly called “Lobster” due to its project icon featuring a red lobster. For users, OpenClaw is a multifunctional, 24/7 standby AI workforce. It can directly control users’ computers to organize desktops, send emails, operate social media accounts, and more. Nvidia CEO Jensen Huang stated that OpenClaw demonstrates that AI can penetrate highly personalized environments, directly solving redundant tasks for ordinary users and enterprises.

Recently, OpenClaw has been very popular. Installing OpenClaw on-site costs several hundred yuan. On March 6, Tencent Cloud engineers installed OpenClaw for free at Tencent Building North Square in Shenzhen, causing long queues. In the capital market, related concept stocks have also attracted significant investor attention.
