Pubei County issues its first collective forest land transfer operation rights real estate certificate

Recently, Pubei County successfully issued 9 collective forest land transfer management rights “Real Estate Ownership Certificates.” This is the first case of collective forest land transfer management rights registration in Qinzhou City. As a pilot county for the autonomous region’s specialized reform of moderate-scale collective forest rights, this move marks a “breakthrough” in deepening the reform of the collective forest rights system, standardizing land transfer management rights, and activating the forestry factor market in Pubei. It provides a replicable and promotable “Pubei experience” for the entire region’s forest reform.

On the institutional level, Pubei County issued the “Pubei County Collective Forest Land Management Rights Transfer Management Measures (Trial),” clarifying core content such as transfer procedures, policy benefits, and contract standards, and guiding that transfer of more than five years can apply for real estate ownership certificates and mortgage loans. Standard contract templates are promoted to avoid disputes from the source. In terms of services, Pubei County focuses on pain points for forest farmers, implementing the policy of “no change, no exchange” for old forest rights certificates, directly using existing data to handle management rights real estate certificates, eliminating repeated surveying and submission of materials, simplifying filing checklists, strengthening policy outreach to rural areas, and guiding the public from “being told to standardize” to “wanting to standardize.” On the coordination level, Pubei County established a reform task force to ensure a closed-loop responsibility system, guiding market-based collection of scattered forest rights, cultivating large-scale operators, building a government-enterprise-bank platform for coordination, simplifying forest rights mortgage loan procedures, and making real estate certificates a “funding pass” to solve financing difficulties.
