怀俄明州近日低调完成了一项具有标志性意义的尝试，正式推出美国首个由州政府直接发行的稳定币 Frontier Stable Token（FRNT），并将其引入公开加密货币市场。这一举措被视为美国地方政府探索“数字美元”形态的重要里程碑，可能改变各州与区块链金融基础设施的互动方式。
根据怀俄明州公共媒体及州稳定币委员会披露的信息，FRNT 已于 1 月 7 日正式上线，并率先部署在 Solana 区块链上。该代币目前已登陆美国一家加密货币交易所，面向公众开放交易。同时，FRNT 通过跨链协议 Stargate 实现多链流通，可在以太坊、Arbitrum、Avalanche、Base、Optimism、Polygon 及 Solana 等主流区块链网络间转移。
与市场上由私人机构发行的美元稳定币不同，FRNT 是美国首个完全由州政府背书和发行的稳定币项目，其筹备过程历经近十年的立法与技术推进。迄今为止，怀俄明州已为该项目投入约 600 万美元，未来是否追加预算仍在立法层面讨论中。
FRNT 的储备资产由 Franklin Templeton 管理，并托管于怀俄明州特许信托机构，储备包括美元、现金等价物及短期美国国债，并采用超额抵押结构。与多数稳定币不同，FRNT 储备产生的利息将直接用于支持怀俄明州公立学校，为公共财政创造持续收入来源，而非回馈给代币持有者。
官方表示，FRNT 不设持币收益，主要源于美国对计息型数字资产监管仍存在不确定性，未来调整需等待更明确的联邦层面指导。与此同时，州政府希望借助稳定币降低公共服务中的支付成本。康弗斯县财务主管 Joel Sheir 指出，信用卡手续费每年给地方财政带来数万美元损耗，而链上结算有望显著改善这一问题。
尽管 FRNT 首日交易量有限，但未出现技术或流动性异常。分析人士普遍认为，该项目或将成为其他州探索区块链金融和州级稳定币的参考样本，其后续发展将取决于实际使用率、流动性增长及监管机构的态度。
