EU plans to present a list of demands to Russia to resolve the Ukraine conflict
The European Union (EU) is planning to introduce a new diplomatic strategy aimed at ending the Ukraine conflict. EU High Representative for Foreign Affairs and Security Policy Josep Borrell revealed that he will soon present a list of specific demands to the governments of EU member states regarding Russia. This move is intended to strengthen the EU’s voice in the current peace negotiation process.
The Need for the EU to Participate Directly in Negotiations
Currently, the main parties involved in serious negotiations to end the Ukraine conflict are primarily Ukraine, the United States, and Russia, with the EU not being sufficiently consulted. Borrell strongly criticizes this situation. He emphasized, “Negotiating parties need to understand that they cannot reach an agreement without Europe’s consent.”
Amid mounting pressure, the EU believes that it should not impose additional burdens on Ukraine, which is already exhausted, but rather adopt a negotiation strategy focused on Russia. This stance aims to respect the opinions of the involved countries in conflict resolution while recognizing the EU as an important political player.
Specific Demands Toward Russia
The list currently being prepared by the EU is expected to include several concrete demands. Among the most important is the full return of Ukrainian children abducted by Russia. Conditions related to restrictions on actions by Russian armed forces are also under consideration.
However, the detailed contents of the list have not yet been disclosed. The EU plans to further refine its strategy on how to incorporate these demands into the negotiation process after consultations with member state governments.

The presentation of this list could significantly alter the negotiation landscape for resolving the Ukraine conflict.
