Texas has passed Senate Bill 21, allocating $10 million in public funds to establish the nation’s first state-level Bitcoin reserve—unlike Arizona and New Hampshire, which only authorized but did not fund such reserves. A companion bill also ensures these BTC holdings can’t be used for general state spending.
